GENERAL SUMMARY:

The City of Charlottesville is seeking a visionary, dynamic leader to be its next Chief of Police. Our new Chief will have a passion for people and public service, and the organizational skills to effectively direct a talented department of 127 sworn officers (154 total staff), in one of the best cities in the United States. We are in search of a consensus builder who understands that policing in the 21st Century requires not only an understanding of best practices in law enforcement policies and technology but a deep commitment to relational policing, the practice of forming strong relationships with the people we serve.

In addition to having impeccable verbal communication and listening skills, the Chief must possess exceptional knowledge regarding media relations and a demonstrated proven track record in dealing with media resources in high profile and complex investigations and police matters. The Chief must further have the ability to speak frequently at public forums, conduct press conferences and briefings, attend meetings and public gatherings, and serve on committees, boards, and agencies that are related to promoting crime prevention, relational policing, and evidenced based criminal justice practices.

Located approximately 100 miles southwest of Washington, D.C. and 70 miles northwest of Richmond, Virginia, the City of Charlottesville serves as economic, cultural, and educational center of a multi-county region in Central Virginia.The City is 10.4 square miles and has an estimated population of over 45,000 people.The City is nationally recognized as one of the best places to ... well, to do pretty much anything you desire. Despite these recognitions, Charlottesville is also now known by many as the location of a white supremacists' rally that turned violent in August of 2017. Our next Police Chief will play an important role in helping our community recover from that tragic day.

The starting salary range is $110,000 to $145,000 annually, dependent on education and experience. The City offers an excellent benefits program, including the option for participation in a Defined Benefits or Defined Contribution Retirement Plan. ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • The Charlottesville Chief of Police shall be responsible for the planning, coordination, direction, and ultimately the execution of policing services in a manner that is consistent with evidence and constitutionally based policing practices.
  • The Chief shall research, plan, coordinate, direct, and review any and all activities of personnel who are authorized to perform law enforcement activities that include, but that may not be limited to uniform patrol, criminal investigations, school safety and security, animal control, school traffic guard, and a host of other crime prevention and relational policing activities.
  • The Chief shall also research, plan, program, direct, and evaluate each and every operational and administrative element of the Police Department that is not otherwise enumerated within this job description, but may from time to time become necessary in the performance of duty.
  • The Chief shall be responsible for the development of the annual budget proposal and shall monitor and control budgeted expenditures with the assistance of support staff and the City of Charlottesville Department of Finance and the Budget Office.
  • The Chief shall formulate, implement, and enforce any and all policies, procedures, rules, regulations and programs that pertain to the City of Charlottesville and the Charlottesville Police Department.
  • The Chief shall foster departmental relationships and liaises with other City, County, and University of Virginia officials, community and business leaders, members of the clergy, and the general public with regard to law enforcement and relational policing activities with a view towards establishing and maintaining long term and sustainable relationships and partnerships with those who live, work, and visit the City of Charlottesville.
  • The Chief and his or her staff shall be responsible for the preparation and review of operational and administrative reports that pertain to the police department and the execution of police services.
  • The Chief is directly responsible for hiring personnel, disciplining personnel, and terminating employment in accordance with the City of Charlottesville's personnel policies and applicable law. In addition, the Chief is responsible for assigning personnel to the various elements throughout the police department and ultimately oversees the evaluation of the performance of police personnel.
  • The Chief is the custodian of any and all records associated with law enforcement activities or administration that are within the police department's actual custody and control, and shall administer those responsibilities in accordance with the local, state, and federal laws.

EDUCATION, EXPERIENCE AND SKILLS:

Education: It is strongly desired that the applicant possess an undergraduate degree from an accredited college or university. However, any combination of formal education and actual work experience in a law enforcement agency that is equivalent to graduation from an accredited college or university with major coursework in the field of law enforcement, public administration, or related criminal justice disciplines may be considered at the discretion of the City Manager and City Council. The additional work experience must be in addition to the minimum five years of the required experience.

Experience: The applicant must have a minimum of five years of experience in a command level position within a law enforcement agency and have had the responsibility of supervising personnel while serving in such a position. The applicant must also possess and demonstrate a comprehensive knowledge of the evidence based and best practices and techniques in law enforcement including scientific methods of crime detection, criminal identification and radio communications; comprehensive knowledge of modern law enforcement equipment and technology; comprehensive knowledge of local, state and federal laws and ordinances; thorough knowledge of laws, rules and court decisions relating to the operation and administration of criminal justice and law enforcement; thorough knowledge of the geography of the City; and a thorough knowledge of the principles and practices of personnel and pubic management. The applicant must also possess comprehensive knowledge of risk management principles that are applicable to law enforcement operation and administration.

Special Requirements: Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia within 30 days of being hired, and residency within the City of Charlottesville within six (6) months of being hired.

Skills:The applicant must demonstrate the ability to lead and direct a large staff; the ability to maintain cooperative relationships with other governmental officials, community and business leaders and with the general public; the ability to evaluate the effectiveness of the police operation and to institute improvements that are supported by evidence based practices; the ability to prepare and review reports; the ability to prepare an operating budget and monitor expenditures with the assistance of support staff and the City of Charlottesville Finance and Budget office staff members; and the ability to communicate effectively orally and in writing.
