POLICE ADMINISTRATOR
Location: New Castle, DE
Salary: $96,269 (Grade F)
Opening Date: March 1, 2010 Closing Date: April 1, 2010

I. POSITION SUMMARY
The Police Administrator (Colonel) is the highest ranking officer in the police department and reports to the Chief Operations Officer. This position is responsible for the efficient management and administration of the DRBA Police Department. The Police Administrator makes budget, staffing, and personnel management recommendations to the Chief Operations Officer. The Police Administrator travels frequently to various facilities operated by the Authority to oversee police activities and supervise personnel. This position directs departmental personnel on crime prevention, highway safety, and counter-terrorism activities. He/she also conducts inspections to ensure compliance with established directives, procedures, and policies. He/she coordinates various law enforcement and highway safety programs with federal, state, and local government agencies, and oversees the preparation of grant applications for funding of public safety projects. The Police Administrator is also responsible for insuring that all mandated police training and accreditation requirements are satisfied. In summary, the Police Administrator’s position requires leadership ability, management skills, financial accountability, and the talent to solve complex problems within a highly structured work environment.

II. ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides leadership and management for all Authority police matters and activities and manages all police department personnel Ensures police department compliance with mandated policies, procedures, and laws and determines, develops, and implements appropriate training programs for the department. Acts as the conduit for the department to the media on police matters Represents the Authority at meetings, conferences, professional organizations, and public functions, in addition to committees, boards, and working groups and acts as a liaison between the department and other agencies Supervises the preparation and administration of the department’s operating and minor capital budgets Coordinates, implements, and assesses tactical and strategic plans Supervises specialized functions (e.g., undercover, homicide), collects and maintains proofs of compliance and submits official documents to appropriate agencies (e.g., SBI, DMV, FBI May perform arrest/apprehension functions such as arresting persons on capiases or for contempt of court, investigate suspicious vehicles, identify wanted persons or vehicles, conduct field searches of suspects, enforce moving and non-moving motor vehicle violations, and complete summonses.

III. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of effective leadership and management theories, principles, and practices and how best to apply them to ensure optimal effectiveness in a police environment Excellent knowledge of police principles, policies, and practices Knowledge of relevant laws, regulations, and outside agencies, and how they relate to the Authority’s police mission Ability to maintain excellent working relationships with internal and external contacts, such as Executive staff, department heads, facility managers, regulatory and government agencies, vendors and contractors Ability to identify, develop, and implement strategic and tactical solutions Knowledge of State, Federal, and local laws, in addition to usable knowledge of court decisions Must possess excellent verbal and written communication skills Ability to evaluate and address stressful situations appropriately Skilled in the application of filing techniques Ability to drive in emergency conditions.

IV. REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in relevant area of study Must be a U.S. citizen A minimum of ten (10) years of police experience in a supervisory or management position Graduate of either the FBI National Academy, Southern Police Institute, or comparable police management training program Minimum uncorrected vision not greater than 20/200 in each eye and correctable with lenses to 20/20 in each eye. Able to distinguish between the colors of red, green and amber Able to physically perform the essential functions of the job.

V. LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Must possess valid driver’s license Must become certified by the Delaware Council on Police Training as a police officer with a reasonable time frame.

VI. SPECIAL REQUIREMENTS
Ability to re-qualify with departmentally-issued firearm and all departmentally-issued non-lethal weapons Applicants will be subject to a background check
