DMV is recruiting for qualified candidates to provide statewide comprehensive oversight of the motor fuel distribution system to insure tax revenue due to the Commonwealth is collected in a fair and efficient manner as well as supporting the agency’s role in oversight of the motor carrier industry.  Workgroup is responsible for; enforcing laws of the Commonwealth giving primary attention to those contained in Virginia Fuels Tax Act and secondary attention to laws contained in the Motor Vehicle Code and elsewhere; supporting motor carrier operations by assisting weigh crews (mobile and fixed) when needed, collecting outstanding liquidated damages, and any other responsibilities as assigned by the Director; supporting commercial vehicle safety by conducting inspections under the authority of the Federal Motor Carrier Safety Act. Collect monies owed to the Commonwealth as a result of assessments for civil violations.

QUALIFICATIONS: 

Advanced knowledge of state laws pertaining to operating authority (46.2 Chapters 20 and 21 of Virginia Code), fuels tax, and criminal laws of the Commonwealth and their application; advanced investigative principles and techniques; the laws of arrest, rules of evidence, and search and seizure; the collection, preservation, and presentation of evidence; advanced business practices, standard accounting and monetary and program auditing.

Demonstrated ability to read, interpret, explain, and apply complex laws and procedures, conduct critical analysis of requests, complaints, or allegations, identify issues involved, gather pertinent information/evidence, recognize gaps in available data, obtain needed information, arrive at a logical conclusion, and take appropriate action.

Demonstrated ability to testify in court; to develop and make oral presentations; to communicate tactfully and effectively with variety of individuals; to apply customer service principles; to present findings and recommendations in properly documented, organized, and grammatically correct narrative reports; and to work independently.

Ability to perform intricate analysis and reconstruction of business/tax records, data flows, and supply chain transactions for complex transaction analyses.
Ability to handle stressful situations; to work as both a team leader and team member; to accomplish common goals; to readily adapt to organizational and operational changes; to think creatively; to develop, convey and apply community/problem-oriented policing principles.

Willing to work irregular hours, travel overnight, and endure personal risks.
Must be able to direct the work of others and to set work priority levels.
Must be able to exercise sound judgment and decision making when conducting investigations.

Must have advanced working skills with personal computers, including word-processing, presentation, database, and spreadsheet software.
Strong communication skills (verbal and written) are needed; excellent listening skills needed

Must possess the ability to use a computer and automated file systems to perform more advanced extraction, development, and/or maintenance of case-related documentation, reports and evidence.

The incumbent must possess a valid Virginia driver's license.

The Department of Motor Vehicles participates in E-Verify.  Completion of an Economic Interest statement is required with position.
