FORENSIC AUDIT INVESTIGATOR

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university, plus four years of work experience in the field of law, law enforcement, investigation, auditing, inspection, compliance, or a related field, or an equivalent combination of education, training and experience provided that the minimum degree requirement is met.

PREFERRED QUALIFICATIONS:

  • Advanced degree in the field of law, criminal justice, public policy, public administration, social sciences, or other relevant field
  • Knowledge of, and demonstrated interest in, law enforcement, criminal justice, and/or civil rights issues
  • Excellent judgment and confidence to discuss police conduct and police accountability policies and procedures with internal and external stakeholders
  • Familiarity with Chicago government, Chicago Police Department (CPD), Bureau of Internal Affairs (BIA), Civilian Office of Police Accountability (COPA), Chicago Police Board (PB) and Chicago police accountability systems

DUTIES:

  • Under the guidance of a Chief Forensic Audit Investigator, conduct comprehensive investigative reviews of closed, confidential, and sensitive disciplinary CPD, BIA, and COPA investigations to identify both systemic and case-specific deficiencies and recommend cases be reopened for investigation.
  • Review investigations for completeness, accuracy, fairness, thoroughness, handling of evidence and witnesses, and objectivity
  • Collect, analyze, and interpret police and police accountability reports and related documentation to identify trends and develop benchmarks in areas of concern for potential independent, systemic-focused program reviews and audits
  • Identify investigations requiring additional action based on comprehensive reviews, intelligence derived from analytical activities and analysis of information in other investigations, audits, and program reviews
  • Conduct site visits to observe, document, and analyze operations and examine records
  • Prepare detailed reports of complex reviews and special projects conducted, including high-level analysis and findings, and make recommendations for potential audits/program reviews for systems improvements
  • Interview difficult or uncooperative complainants, witnesses, and employees to gather facts and evidence in order to conduct comprehensive reviews of investigations
  • Testify in court, at arbitrations, or before Personnel Board hearings on analysis conducted and material findings
  • Support, collaborate with, and provide consultation to Performance Analysts and other OIG personnel regarding problems, new analysis and investigative methods, and new information sources
  • Assist in the development of internal training, and OIG Public Safety section policies, practices, programs and procedures
  • Consult with Chief Forensic Audit Investigator for clarification or guidance as necessary
  • Perform related duties as required

ANNUAL SALARY: Range: $68,100 – $92,088 (annual increases)

Starting $68,100; Post successful six-month review $70,020

TRAVEL AND SCHEDULE: Travel outside Chicago is not required.

STANDARD WORK HOURS: 8:30am-4:30pm, flexibility permitted.

RESIDENCY REQUIREMENT: Employees must be a resident of the City of Chicago and proof of residency is required at the commencement of employment.
