The Position

The City of Torrington, Wyoming is pleased to announce an opportunity for Chief of Police. The Chief will be hired by the Mayor with the consent and approval of the Council and will serve as a member of the City’s Executive Team with other department directors. The Chief of Police will lead a department of 16 sworn and 7 civilian employees. The department’s annual budget for 2018 is $2,225,411. The Police Department is also responsible for operating a communications center for the jurisdiction. The City government is led by a fulltime Mayor assisted by a four member City Council. The city’s total budget for 2018 is $30,345,000.

The City of Torrington provides emergency medical response and fire department services in addition to its top-notch cadre of sworn and civilian police personnel.

The Community

Torrington is the county seat of Wyoming’s Goshen County, located on the historic Mormon Trail and near the Oregon, and California Trails. The City was founded in 1908 and offers small town friendliness to those wanting to escape the hustle and bustle of big city life. Torrington boasts a population of just over 6,700 friendly people.

Torrington is the surrounding region's center of commercial activity. Within this primarily agricultural community, there are several fertilizer plants, asugar beetfactory, and numerous tourist facilities and retail businesses that serve the local and nearby rural populations.

Located in the southeast corner of the state, Torrington provides a laid-back lifestyle and a low crime rate. It is a great place to raise a family and offers great public schools. The City is home to Eastern Wyoming College with just over 1,000 fulltime students. Torrington has its own community hospital, as well.

The Torrington area provides outstanding outdoor recreation opportunities, including upland game bird (pheasant) and waterfowl hunting. Boating and fishing are available nearby and the City offers excellent parks, soccer fields, baseball/softball facilities and an excellent 18-hole golf course nestled beside the North Platte River. More than a few local residents also have sought out Torrington as a retirement spot.

The Ideal Candidate

The City is seeking a contemporary professional law enforcement leader. Candidates must have demonstrated a record of leadership and a commitment of proactive, hands-on, participative management experience and possess excellent interpersonal, problem solving, communication, and financial management skills. The successful candidate must have demonstrated success in community policing and problem solving policing strategies with a commitment to partnering with the community and using data to reduce crime and traffic problems. The next Chief of Police will have a varied professional background that demonstrates success in working with diverse communities while providing leadership in a professional law enforcement agency engaged in collaborative community partnerships.

Minimum Qualifications

The position requires a four-year college degree from an accredited college or university. A minimum of 8 years of law enforcement experience, 4 years of which must have been in a supervisory capacity and demonstrating progressively responsible experience in a municipal or county law enforcement agency is required. Must possess a current State of Wyoming POST certification or the ability to acquire the proper certification within one year of appointment. An equivalent combination of education and experience may be considered. It is preferred that the Chief live within the city limits, but it is not a requirement.

Compensation and How to Apply

The salary range is $63,405 – $93,097, depending on qualifications, with an excellent benefit package.
