Rosalie E. Powell is a native of Brooklyn,
New York. Following graduation from Edward
R. Murrow High School, she enlisted in the
United States Army as a Radio Teletype
Operator. Rosalie spent 21 years (3 years on
Active Duty, 18 years in the Army Reserve) in
the military. She retired from the United
States Army Reserve as a Master Sergeant in
November 2005.

In 1994, the U.S. Department of State began to monitor human trafficking in response to reports of Human Rights Practices focusing on trafficking of women and girls for prostitution.
