Rosalie E. Powell is a native of Brooklyn,
New York. Following graduation from Edward
R. Murrow High School, she enlisted in the
United States Army as a Radio Teletype
Operator. Rosalie spent 21 years (3 years on
Active Duty, 18 years in the Army Reserve) in
the military. She retired from the United
States Army Reserve as a Master Sergeant in
November 2005.
In 1989, Rosalie joined the United States
Secret Service as a Procurement Clerk and
later as a Master Special Officer. In July
2000, Rosalie joined the Federal Protective
Service as a Police Officer. In March 2005,
Rosalie was promoted to the rank of Corporal
and in November of that same year she was
selected to be an Inspector. Her duties
included being a member of the Command
Vehicle Team, Contracting Officer Technical
Representative, Bike Officer, New Employee
Assistant and various other duties.
In June 2008, Rosalie was selected to serve
as Acting Area Commander for the Central
Districts Area III for the Federal Protective
Service, Department of Homeland Security,
Immigrations and Customs Enforcement for
Region 11 and was promoted to the Position in
April 2009.
Commander Powell currently serves as a leader
in the Prince Hall Masonic Family/Order of
the Eastern Star and as a Photographer in
numerous organizations. She is also a member
of the Women in Federal Law Enforcement
(WIFLE).
Her numerous awards and decorations include
Officer of the Year (2000), the Sheffield
Award (2008) and a Graduate of the USDA
Executive Leadership Program. Commander
Powell currently resides in Waldorf, Maryland
with her 18 year old son Andre. She is
currently working towards a Bachelors Degree
in Homeland Security from the University of
Maryland University College. CDR Powell
looks forward to the fellowship/mentorship
from the members of NOBLE.
Her sister, NYPD Sergeant Audrey Wise is a
member of NOBLE's Long Island Chapter.
